Good Morning! We have water restrictions here in North Texas, but it is so bad in California that authorities are encouraging people to rat on their neighbors. Would you, could you do that? Or would you need an incentive?

I hate HOAs and the sneaky neighbors who squeal on me without me knowing I am doing something wrong. I was fined for an hibachi grill being out. The only way you would have seen it is if you came onto our property, walked around Chris truck and came up to the garage . I didn't know we weren't allowed to have them and the management co won't tell me where it is not allowed in the bylaws. All she said was it was reported to them. Have the ovaries to tell me to my face. And show me where it is wrong in the bylaws--- okay rant over for now.

Yes, and I have. I think it was last year, when we could water once a week, and after 6 pm - I happened to be home one afternoon and the guy across the street started his sprinkler at 3 pm when it was over 100 outside. I called the city and they came right out and talked to him, I was surprised how fast they came!
When it comes to watering I will. If I was in an HOA, I wouldn't report someone unless it was a really blatant violation (not your hibachi or rose bushes Stella!) it would have to be big and continued before I did, and even then, I would probably say something to the neighbor first. With the guy watering - the man across the street is mean (think a really grumpy old man...), his wife is pleasant but I didn't want to get into it with him (or go out in the heat!).

I have to confess that years ago I called on a neighbor who was draining her pool and refilling it every couple of days. It probably had to do with her profession.

But Debi she was doing it more than once. That is a difference between blatant disregard and lack of knowledge. For example I know my neighbor to my left has 7 cats and two dogs. Her house is cleaner than mine and I never hear a peep out of her dogs or see the cats unless I go into her home. It never smells and she a very neat person. The HOA only allows 4.pets. However she is caring for them and isn't bothering anyone. So I turn a blind eye. Maybe I am wrong on doing so

No you are not Stella. If the lady can afford to care for those animals and they are indoor pets it is none of HOA's business.
